Abstract

The clearance process in and out will run smoothly when all goes well and there are no obstacles. However, it was different when the implementation of the IT system at Inanpornet was choked as well as incomplete documents and crew negligence, resulting in delays in the ship clearance process. In this regard, this study aims to determine the factors causing delays in the ship clearance process and efforts that can be made to improve the ship clearance process owned by PT. Dharma of the Main Ocean. This thesis research method is qualitative descriptive. Data sources are taken from primary and secondary data. Data collection techniques using field research which include, observation and documentation so that data validity techniques are obtained. The results of the study concluded that the factors that caused the obstacle to the ship clearance process were the type of ship documents that had expired, the file size of the document was too large to be uploaded, the internet network had problems and the negligence of the ship crew who did not complete the documents. The impact of limitations and damage to tools and lack of human resource competence types of expired ship documents, document file sizes too large to be uploaded, problematic internet networks and negligence of ship crews who do not complete documents are late clearance processes, complaints from the company, and changes in departure and arrival schedules and losses for PT. Dharma Lautan Utama and Company. Efforts that can be made are coordinating with related agencies when the internet connection is bad, reducing the file size of documents before uploading, always checking the expiration of documents and giving strict sanctions to negligent crews so that in the future the same thing does not happen.
