Abstract
The imbalance in the distribution of tugboat duties at Mekar Putih Port could trigger a decline in the quality of pilotage service providers. This research aims to determine the effect of the number of tugboats, weather, geographical conditions and pilotage capabilities on the performance of pilotage services. The research method used is qualitative research using field notes, personal documents and other supporting official documents. The results of the research show that the number of tugboats influences ship berthing time and the performance of pilotage services by 53% of the waiting time calculation, weather factors and port conditions influence the performance of tugboats in the pilotage process by 3% of the waittime calculation, the pilot's ability influences the pilotage process using tugboats are 6% of the calculated waiting time.
