Abstract
Every sea transportation company in Indonesia is required to have a sea transportation company business license (SIUPAL). PT. Dharma Lautan Utama (DLU) is a national sea transportation company that has several branch offices in various regions in Indonesia, one of which is PT. Dharma Lautan Utama Baubau. the purpose of writing this paper is to find out the licensing procedures, requirements documents, and the obstacles faced in the SIUPAL licensing process for the branch office of PT. Dharma Lautan Utama in the work area of the class II Baubau harbor master and port authority (KSOP) office. The method used in this data collection process is a qualitative method using observation, interview, and documentation techniques. Based on the observations made, the results obtained that the procedure for establishing a branch office of PT. Dharma Lautan Utama in the KSOP class II Baubau work area is carried out online using the SIMLALA (Sistem Informasi Manajemen Lalu Lintas Angkutan Laut) application and/or coming directly to the port operator unit office to submit the requirements for the notification of doing business activities (PMKU). The requirements that have been prepared include documents uploaded through the SIMLALA application and PMKU documents attached to the port management unit office in Baubau. Constraints encountered such as network disturbances (system) during the process of uploading required documents and determining the location of branch offices which are usually constrained due to land/land disputes or buildings that will be used as offices.
