Abstract
Piloting is an activity with the function of navigation in the safety of ship navigation which is caused by the unique characteristics or environmental conditions of each port. Piloting it self is a piloting activity whose function is to help, provide advice and information to the captain about the conditions of a port, waters and local shipping lanes which are important so that shipping navigation can be carried out in an orderly and smooth manner for the safety of ships that will dock at the pier. Piloting is carried out by a special company engaged in guiding services determined by the Directorate General of Sea Transportation which meets the requirements for infrastructure, crew and other obligations. Piloting activities must have pilot boats, tugboats, steamboats and pilot stations. In writing this paper the author used a descriptive qualitative method which explains in detail and according to the facts the factors that cause the low performance of pilot boats operating in the Tajung Wangi Banyuwangi area using three methods, namely interviews, observation and documentation. The results of the written work carried out by the author resulted in several conclusions, namely the factors that cause the low performance of pilot boats due to the frequent damage to ship engines, the low production value of ships entering the Tanjung Wangi Banyuwangi area, and sometimes bad weather factors. And there is a conclusion on how to overcome this or improve performance, namely by regularly checking the condition of pilot boats and changing to new modes of transportation. That way, the performance of the pilot boat will be well maintained and will not cause major losses to the company. Keywords: performance, scouting, kualitatif
