Abstract
The ISM Code is an international regulation regarding safety management to operate ships safely, preventing loss of life and pollution at sea. The system will receive recognition from the flag state or recognized organization, and will issue a certificate. DOC (Document Of Compliance) is a document that proves that the Company has fulfilled the requirements according to the ISM Code in implementing the Safety Management System and SMC (Safety Management Certificate) is a document issued to each ship in a company that operates according to the approved Safety Management System . The research method that the author used in preparing this paper is a qualitative research method. Data collection techniques include practice, observation, Designated Person Ashore (DPA) interviews, documentation taken from companies and literature studies. Based on the results of research on Safety Management Implementation factors at PT. Dharma Lautan Utama Tanjung Emas Semarang branch by DPA (Designated Person Ashore) where DPA plays an important role in implementing a ship operation safety management system based on the ISM Code and monitoring all ship operational activities and preventing ship pollution.
