Abstract
In order to improve the feasibility and safety in the world of shipping, Pelindo I Dumai Port (persero) Dumai Branch has a facility called tugboat in charge of delaying the ship. Tugboat is one type of ship that can make movements by pushing or pulling other types of ships, which have been inspected and passed the qualifications that have been confirmed by the Director General. The Ship Safety Inspection Officer has the authority to carry out inspection and testing and certification of all tugboats operating in Pelindo I Dumai Port. The Enforcement Official has an obligation to ensure that every tugboat that will work has gone through a series of inspections by fulfilling all the rules that apply in the Republic of Indonesia so that every ship that has been inspected is guaranteed that the fulfillment of the liability factor and the ship can be allowed to work. The purpose of this paper is to find out the Role of Tugboats in the process of crossing at Pelindo I Dumai Port, Knowing the Procedures and Mechanisms of inspection, as well as what obstacles experienced by tugboats at Pelindo I Dumai Port in carrying out their duties and responsibilities in the jurisdiction of Pelindo I Dumai Port. The data collection methods used in this paper are field research, observation, and interviews. Keywords : Role of Tugboat, Pelindo I Dumai.
