Abstract
Ports are one of the maritime transportation infrastructures that play a very strategic role for countries, especially archipelagic countries like Indonesia, because ports can encourage economic growth, social mobility and national trade. Ship pilot service procedures are a series of steps or procedures that must be followed in providing ship pilot services at the port. In guiding services there are several aspects that influence the performance of guiding services. In this research, the author conducted in-depth interviews with Ship Pilot Staff at PT Pelabuhan Indonesia (Persero) Tanjung Emas Semarang branch. From the discussion drawn from the problem formulation, it can be concluded that the results above regarding the obstacles that occur both due to weather and sea currents when piloting a ship can be very serious for sailors. Efforts are needed to prevent obstacles that hinder the process of scouting activities. The following are several solutions that can help overcome these obstacles, including conducting weather analysis and monitoring via the BMKG website, communicating with the Port Authority. With the increase in ship visits, Tanjung Emas Port requires additional pilot personnel to improve the optimal performance of pilotage services. Not only that, the addition of infrastructure such as piloted motorbikes and tugboats also needs to be improved, because the limited number of facilities and infrastructure at Tanjung Emas Port in Semarang has reduced the performance of pilotage services.
