Abstract
This research is based on the role of shipping related to seaworthiness in supporting sea transportation, efforts to support the role of orderly sea transportation. This research aims to find out what conditions must be met to be called seaworthy, to find out what documents are needed to make a sailing approval letter by the Harbormaster's Office, to find out the service process and rules for issuing Sailing Approval Letters issued by the Harbormaster's Office of the Port Organizing Unit Class III Juwana. Also to find out what obstacles occur in the issuance of the Sailing Approval Letter issued by the Harbor Master's Office of the Juwana Class III Port Organizing Unit, and to know the process of issuing the Sailing Approval Letter. The method used in this research is qualitative. The techniques used are observations, interviews, written documents, and information from reference books in the library. The results of this research are the requirements for a ship to be seaworthy, the collection of documents needed to issue a Sailing Approval Letter, the service for issuing a Sailing Approval Letter at the Juwana Class III Port Organizing Unit Office, obstacles to the issuance of a Sailing Approval Letter, and also the process of issuing an Approval Letter Sail.
