Abstract
Syahbandar is a government official at the port who is appointed by the Minister and has the highest authority to carry out and supervise the fulfillment of statutory provisions to ensure the safety and security of shipping. Syahbandar has a major role in the obligations of the State as a sovereign coastal State, including the enforcement of maritime law in administrative, civil and criminal areas. Safety and security are the main requirements in the design for crossing modes of transportation. Thus, ferry operators can do their best in making decisions. The purpose of this paper is to find out the Duties, Functions and Authorities of the Port Authority Office of the Gilimanuk Class II Port Operator Unit. The method used in this paper is office research, literature study, observation, and interviews. The results obtained from this paper indicate that the safety and security of shipping, especially in the field of Lake, River and Crossing Transportation (ASDP) from Ketapang-Gilimanuk has largely complied with the provisions of the ISM Code and ISPS Code.
