Abstract
Security and safety in navigation are important things in navigation, therefore it is necessary to have facilities to support shipping security and safety. In order to anticipate accidents and traffic congestion in water areas, the Ministry of Maritime Transportation has an implementing unit, namely the Cilacap Navigation District Office, which has the main task of carrying out operational planning, procurement and supervision of Shipping Navigation Aids. The task of the Navigation District is to play a very important role in water areas to support security and safety, then. The aim of this research is to determine the main tasks and functions carried out by the Cilacap Navigation District in ensuring shipping safety at Cilacap port, providing navigation aids to support safety in shipping lanes, and the obstacles faced by the Navigation District in ensuring shipping safety. The method used in this research is field observation and interviews with related parties. The results of this research are that the Main Duties and Functions of the Shipping Navigation District have predetermined standards, in providing shipping navigation aids that are not properly maintained will result in high risks if not handled properly. Therefore, the Cilacap Navigation District is making efforts by conducting training for officers and approaching fishermen and local residents in maintaining shipping safety in the Cilacap port shipping lane.
