Abstract
DJBC as a vertical agency in the Ministry of Finance is required to be able to carry out the main functions of facilitating trade, protecting the nation from prohibited and restricted goods, and optimizing state revenues in import and export activities (Directorate General of Customs and Excise, 2011). One of the roles of DJBC is the service and supervision of ships and goods entering or leaving the customs area. Every ship and goods entering or leaving the customs area are required to submit administrative documents in the form of submission of documents notifying the arrival or departure of ordinary BC 1.1 customs carriers known as manifests. There are obstacles that hinder the progress of Inward or Outward Manifest activities, namely errors in writing or what can be called Redress manifest. In this case the author observes using qualitative methods, namely a type of research that involves conducting in-depth interviews with selected sources. Data collection uses primary data in the form of interviews and observations, secondary data in the form of documents from several related parties. The research results show that the Inward Manifest Implementation Process at the TMP C Cilacap Customs and Excise Supervision and Services Office has several stages starting from the carrier and means of transport to the Inward Manifest document preparation flow. Based on the obstacles that occur, KPPBC TMP C Cilacap is responsible for all things that have become its responsibility. Therefore, if problems occur, they should be resolved immediately.
