Abstract

The ship guidance process will run smoothly and the ship waiting time and ship guidance time are in accordance with the standards when everything goes well and there are no obstacles. However, in the implementation there are limitations and damage to guide facilities, lack of human resources / guide personnel and bad weather, resulting in delays in the ship guidance process and long ship waiting times. Lack of guiding facilities, damage and lack of human resources / guide personnel as well as bad weather conditions cause the length of the ship guidance process and can cause losses for Pelindo Teluk Bayur. In this regard, this study aims to determine the factors causing delays in the guidance process if measured based on waiting time and approach time as well as efforts that can be made to improve ship harvesting services at Teluk Bayur Port. This thesis research method is qualitative descriptive. Data sources are taken from primary and secondary data. Data collection techniques using field research which include, observation and documentation so that data validity techniques are obtained. The results of the study concluded that the inhibiting factors or obstacles that cause the guidance service not to run smoothly are limitations and damage to equipment, lack of human resources / guide personnel and poor guidance. The impact of limited and damaged equipment, lack of human resources / guide personnel and bad weather conditions are late guidance processes, complaints from service users, and changes in schedules and losses for PT. Pelindo and ship users and cause ship waiting times and approach times not according to performance standards. There are still 8-11 ships whose time is more than standard (1 hour) which is 1,25-1,35 hours. Efforts that can be made are the addition of experienced and competent guides, carrying out maintenance, maintenance and addition of guidance facilities if necessary added and coordinating with the BMKG related to weather conditions that will come in order to anticipate bad possibilities that occur.
