Abstract
The International Maritime Organization (IMO) is a special UN agency responsible for the safety and security of shipping activities and preventing pollution at sea by ships. The safety and security of passengers must be an important concern for PT. Pelni Labuan Bajo to improve smooth transportation at sea. However, the reality found in the field is that there are still cases that make people doubtful about using sea transportation. According to the case that occurred in the waters of Kelor Island, Labuan Bajo, NTT. On August 5 2023, there was a case of KM running aground. Duta Samota The location where the ship ran aground was not far from the Komodo National Park (TNK). The ship's hull, due to leaking, was hit by a wave and hit a rock. This research aims to determine and analyze the operational role of Pelni Labuan Bajo in meeting passenger safety and security standards set by the International Maritime Organization (IMO). The data sources used in this research are primary data obtained directly from sources in the field from respondents related to this research and secondary data from agencies related to this research. The methods used are interviews, observation and documentation. The results of this research indicate that Pelni Labuan Bajo office officers have implemented appropriate passenger safety and security monitoring standards. However, there are still inhibiting variables, namely that carrying out or carrying out tasks is not optimal, such as there are still delays in departure which are intertwined with long loading and unloading times and there are still individuals who often pass passengers who do not have tickets.
