Abstract
The main topic of discussion in the writing of this paper is regarding procedures for handling clearance in and clearance out on the KM Passenger ship. Umsini Conducted by the Agency PT. Pelni (Persero)Kupang Branch. There are several background problems that the author must solve, namely regarding how the agent process is in managing clearance in and clearance out, the parties involved in managing clearance in and clearance out, the documents needed, obstacles that hinder obtaining clearance and solutions to overcome obstacles in clearance management. The purpose of writing this paper is to find out the procedure for handling in and clearance out clearance carried out by agents of PT. Pelni (Persero) Kupang Branch. For the data used by the author using primary and secondary data. Primary data obtained from direct interviews with the company. While secondary data obtained through books and other sources. The data collection method used is observation which sees directly the activities carried out. The results of the discussion of this paper is that it can be concluded that the process of clearance in and clearance out is very important to guarantee and expedite shipping activities so that ships can sail in accordance with applicable regulations.
