Abstract

Passenger ship KM. Dharma Rucitra 9 belongs to PT. Dharma Lautan Utama (DLU) Semarang branch which operates to Semarang-Kumai and KM. Dharma Kartika 2 operates for Surabaya-Banjarmasin as a sea transportation recommendation provided by the government for the Indonesian people. There are several schemes for refueling ships, including Ship to Ship, Truck to Ship and Onshore to Ship. The planned refueling will be carried out using a ship to ship and truck to ship scheme in the passenger port area so that if an accident occurs it will result in large losses of both material and lives. This research was carried out with the aim of knowing the effect of choosing a bunker method, calculating ROB (Quantity Remaining On Board), oil spill costs. This research also aims to analyze the factors that have the most dominant influence on oil spills when carrying out the bunkering process. This research uses a quantitative method, using the calculation ROB Soundingan – Trim = Sounding results, next is the calculation to determine the amount of oil demand for bunkers. Tank capacity – ROB (Remaining fuel), for cost analysis of oil spill cases the author uses the formula from (W.wirtz, 2017) which is according to the equation Ln (TC) = 0.4667 x (t) + 13.894. Based on the results of this research, researchers can conclude that for the two bunker methods, there are no leaks during the bunkering process so it is safe to choose the bunker method, but for the analysis of the choice of bunker method, conclusions can be drawn from the safety, technical and cost aspects of the bunker method using truck to ship. more efficient, got 80%, in terms of truck to ship safety got 60%, in terms of truck to ship costs got 60%, based on the analysis of remaining fuel calculations that researchers have analyzed, there are no significant overloads or overloads, the process of identifying risks in the event The oil spill is a light or low risk but must still be considered and controlled to overcome it when a big risk occurs, the impact of this spill lasts for 3 months so the loss experienced by fishermen is IDR. 1,240,729,- × 36 = Rp. 44,666,244,- this calculation is only for one fisherman, whereas 75% of the coastal residents of Tanjung Perak Surabaya port work as fishermen, of course this is a big loss for fishermen.
