Abstract
Guiding is an activity with the function of navigation in the safety of ship navigation which is caused by the unique characteristics or environmental conditions of each port. Guiding itself is a guiding activity whose function is to help, provide advice and information to the captain about the conditions of a port, waters and local shipping lanes which are important so that shipping navigation can be carried out in an orderly and smooth manner for the safety of ships that will dock at the pier. Guiding is carried out by a special company engaged in guiding services determined by the Directorate General of Sea Transportation which meets the requirements for infrastructure, crew and other obligations. Piloting activities must have pilot boats, tugboats, cruise ships and pilot stations. The formulations obtained in this paper during land practice include: What are the factors that cause low utility of pilot vessels, how to increase the utility of pilot vessels operating in the Semayang Port Area, and how to carry out routine monitoring and analysis of pilot vessel performance to identify the types types of damage and repairs. In writing this paper the researcher used a descriptive qualitative method which explains in detail and according to the facts about the factors that cause the low utility of pilot boats operating in the Semayang Port Area of Balikpapan using three methods, namely interviews, observation and documentation. The purpose of writing this paper is to find out what the problem formulation is and how to solve the problem formulation. The results of the research carried out by the researcher produced several conclusions, namely the factors that cause the low utility of pilot ships due to the large number of ship engine failures that often occur, the low production value of ships entering the area. Semayang Balikpapan Harbor and sometimes bad weather factors. And there is a conclusion on how to overcome this or increase utility, namely by regularly checking the condition of pilot boats and changing to new modes of transportation.
