Abstract
Indonesia is a maritime country surrounded by seas that are rich in natural resources, therefore a unified system is needed to maintain security and also to allocate all energy sources offered by the sea so that they can be managed properly. The management of water safety and security in Indonesia is regulated in Law Number 17 of 2008 concerning Shipping. Shipping safety is very important in all aspects of the shipping world. Aspects attached to shipping safety include the characteristics of attitudes, values, and activities regarding the importance of fulfilling safety and security requirements relating to transportation or transportation in waters and ports. The responsibility of the Harbour Master (KSOP) for Batam is very important because shipping security and safety is their duty. The actions he takes are to improve the handling of security and safety on matters related to shipping. The Harbour Master for Batam also ensures awareness of users of sea transportation services such as companies, ship owners, ship crews to comply with the laws and statutory provisions in force in the field of shipping safety. The purpose of this paper is to find out how the roles, responsibilities, and how to handle in the event of a shipping accident. Data collection techniques used are observation, interviews, documentation and literature study so that it can be analyzed and drawn conclusions. The results of observations made at the The Harbour Master for Batam have carried out their roles and responsibilities in accordance with applicable regulations. The author concludes that The Harbour Master for Batam has complied with the applicable laws and regulations for transportation safety and the prevention of shipping accidents.
