Abstract
According to Republic of Indonesia Law number 17 of 2008 article 1 paragraph 56 Harbormaster is a government official at the port who is appointed by the Minister and has the highest authority to carry out and supervise the fulfillment of statutory provisions to ensure shipping safety and security. This port harbormaster is needed because the flow of ships entering Tegal port has increased and there is a need to carry out supervision to avoid disasters at sea.The objectives of this research are to know the responsibilities and duties of the Harbormaster in ship security and safety.,to determine the effectiveness of maritime supervision in the KSOP jurisdiction at Tegal port, to find out what obstacles are faced when carrying out supervision and solutions to the obstacles that occur.The research method used in this research is the qualitative analysis method, the analysis used is obtained from various data collection techniques through various data collection techniques, interviews, document analysis, focused discussions, or observations that have been outlined in field notes (transcripts). Another form of qualitative data is images obtained through photography.The results of the research show that the Harbormaster of Class IV is located at Tegal. Responsibilities and duties of the Harbor Master in ship security and safety. Each sub-section has a responsibility to carry out its functions based on the implementation of its work. KSOP Class IV Tegal has implemented standards for supervision, safety, security and shipping order at the port of Tegal The obstacles that exist at KSOP Class IV Tegal have been overcome by input from various parties as well as improving performance both as a team and individually by KSOP Class IV Tegal employees.
