Abstract
This paper departs from the phenomenon of oil spills in the sea that often occurs during the bunker process. This is very prone to contaminating marine life and triggering work accidents in the form of fires if oil is spilled. For this reason, in this scientific paper, researchers directly review the safe operation of bunkers to avoid marine pollution and prevent work accidents. The contents of this paper were obtained during Land Practice at the Jepara Class II Port Operator Unit Office when handling the Bunker Activity Supervision Procedure in Supporting Security by the Jepara Class II Port Operator Unit Office. Based on the above phenomenon, several problem formulations emerged, namely 1) What is the procedure for handling bunkers by the Jepara Class II Port Operator Unit Office, 2) What things must be considered for the implementation of the Bunker Activity Supervision Procedure to Support Security, 3) What are the obstacles that occurred in the implementation of bunker activities. This study used a descriptive qualitative methodology supported by three data collection techniques, namely observation, interviews and document study. The results of data analysis, the authors draw a common thread including: (1) Procedures for Supervision of Bunker Ships, Ship to Ship and truck tank methods. Then the bunker activity supervision procedure is adjusted to the bunker procedure according to Port Operator Unit Office. (2) The efforts to implement bunker are to implement all safety protocols according to the International Safety Management (ISM) Code; Check all lists of needs for bunkers and prepare work safety equipment. (3) What are the obstacles that occur in the implementation of the bunker, so that in the future we can prevent unwanted events, both those that threaten the lives of the crew or cause losses to the company. Moreover, so as not to pollute the sea caused by oil spills. Keywords: Supervision Procedure, Bunker Method, Security
