Abstract

Issuance of a Sailing Approval Letter (Port Clearance) is a supervisory process carried out by the Harbormaster for ships that will sail leaving the port to ensure that the ship, crew and cargo technically and administratively meet shipping safety and security requirements. The aim of this research is to analyze the influence of sailing approval letters, ship seaworthiness and weather on shipping safety. The method used in this research is non-probability sampling, namely purposive sampling. The number of samples used was 105 respondents who were crew members of ships docked at Tanjung Intan Harbor, Cilacap. Based on multiple linear regression analysis, it is obtained that Y = 0.254 +0.297X1 +0.585X2 +0.177X3 + μ. Based on the partial test results of the Sailing Approval Survey, ship seaworthiness and weather have a positive and significant effect on ship safety. Proven by the results of the t test on the variable Sailing Approval Letter (X1), the calculated t value was 3,409 > t table 1.98326 with a significant value of 0.001, the Ship Seaworthiness variable (X2) obtained the calculated t value of 5,809 > t table 1.98326 and significant 0.000, The weather variable (X3) obtained a calculated t value of 2,967 > t table 1.98326, and was significant 0.007. The Adjusted R Square test result is 0.582, this means that the ability of the independent variable to explain the dependent variable is 58.2%. Variations in the dependent variable (Sailing Safety) can be explained by variations in the three independent variables (Sailing Approval Letter, Ship Seaworthiness, Weather). Meanwhile, the remainder (100% - 58.2% = 41.8%) is explained by other causes outside the variable model that were not studied.
