Abstract
Tanjungpinang Class II Port Authority and Harbormaster Office is a vertical agency and is a technical implementation unit under the Directorate General of Sea Transportation, Ministry of Transportation. Which aims to maintain shipping safety In simple terms, it can be said that what is meant by qualitative data is developing an understanding of individuals and events by taking into account the relevant context and in terms of data collection also using document collection, interviews, and recording data in field notes intensively. The role of the Tanjungpinang Class II Port Authority and Harbormaster Office in supervising ships that will sail is to realize seaworthy conditions for ships during shipping, to increase awareness of the importance of ship conditions that meet ship safety requirements, pollution prevention, waters from ships, manning, loading, the health and welfare of the crew and passengers and the legal status of the ship to sail in certain waters by ensuring that the ship that will sail fulfills the requirements and has a Sailing Approval Letter (SPB) shown to the Harbor Masters officer. The Obstacles of the Class II Tanjungpinang Harbormaster Office and Port Authority against ships sailing in the Sri Bintan Pura Tanjungpinang Port, namely there are intellectual aspects that encourage and give birth to questionable professionalism and have not been able to keep up with legal developments. The handling that is carried out is conducting outreach or meetings when getting the latest regulations that are currently in effect.
