Abstract
Indonesia's geographical condition is a country that has abundant natural wealth and its distribution is uneven. So sea transportation is very important because it is seen as more economical and fast. because it can load a large amount of cargo in a voyage from one island to another. This creates competition in the field of shipping, in improving service quality or in providing optimal facilities to users of services in the service sector. In connection with the increasing flow of goods to the port area, shipping companies have opened new agents at each port to handle non-owned vessels. The purpose this paper to find out documents, agencies, procedures, and obstacles in handling inaportnet. In collecting data, the author uses the method of observation, interviews, document studies, and literature studies. From the results of the writing, it is concluded that applying for Agency Services Using the Inaportnet System does not use the manual method as before, but uses the Inaportnet System which makes it easier for companies to become agents, because agents do not always have to be at the port or other relevant agencies / off the ship. However, the entire system uses a portal (online) that can be accessed at their respective offices. Which is directly controlled by the Ministry of Transportation of the Republic of Indonesia. In becoming an agent for ships, the shipping company PT. Serasi Shipping Indonesia is also obliged to re-check ship documents and ship crew documents.
