Abstract
The purpose of writing this paper is to find out the procedure for issuance of port clearance, the documents related to the issuance of port clearance process, and the obstacles that occur in the process of issuing the port clearance. The issuance of port clearance is a supervisory process that carried out by harbormaster for maintaining the security and safety of shipping activities. Every ship that will sail, whether it is to carry out the transportation of goods (commodities) or passengers activities, shall have the port clearance. The research method used in this paper is a qualitative method, by taking data directly in the field, namely by interviews, observation, and documentation. This research was conducted in the KSOP Kelas I Sorong. The results of the discussion are presented descriptively, that explaining the procedure for issuance of port clearance, documents that related to issuance of port clearance, and the obstacles that occur in the process of issuing the port clearance in the KSOP Kelas I Sorong.
