Abstract

This paper departs from the phenomenon of oil spills at sea which often occur during the bunker process. This is very prone to contaminating marine biota and triggering work accidents. For this reason, in this scientific paper the researcher directly reviews the procedures for monitoring safe bunker activities in order to avoid sea pollution and prevent work accidents. The contents of this paper were obtained by the author during the Ground Practice at the Jepara Class II Port Operations Unit Office while handling the Bunker Activities Supervision Procedures in Supporting Security by the Jepara Class II Port Operations Unit Office. Based on the above phenomenon, several problem formulations emerged, namely 1) What are the procedures for monitoring bunker activities by the Jepara Class II Port Operations Unit Office, 2) What are the things that must be considered for the implementation of Bunker Activity Supervision Procedures in Supporting Security, 3) What are the obstacles only what happened in the implementation of bunker activities. This study used a qualitative methodology supported by three data collection techniques, namely observation, interviews and document study. The results of the data analysis, the authors draw common threads including: (1) Supervision procedures before refueling activities (pre bunker). (2) Supervision procedures during refueling activities (during bunkers). (3) Supervision procedures after refueling activities have been carried out (after bunker).
