Abstract

Examining the meaning of pilot exemption at the Tanjung Jati B PLTU port in Jepara so that it can be carried out according to the procedures in force according to the Decree of the Minister of Transportation No. 24 of 2002 concerning pilotage operators. Pilot exemption can be granted if the captain has a pilot dispensation letter or also called a pilot exception which is a pilot exemption letter without pilot or pilot exemption so that the ship that is given pilot exemption can carry out sailing activities without using pilot services in mandatory pilotage waters. For a ship that wants to get a pilot exemption, it must meet the requirements first, this is where the role of the scouting supervisor is responsible for checking and testing the captain whether it is appropriate to be given a pilot exception or not. Sailing safety is very important for all aspects of the shipping world. It is important to pay attention to the safety of sailing in mandatory pilot waters regarding the fulfillment of pilot exception requirements. This research is designed to find out how to optimize the requirements for granting pilot exemptions to the skipper in order to create sailing safety. Based on observations made by cadets using qualitative data types with data collection methods using open and individual interview methods, it can be concluded that: 1. The provision of pilot exceptions must meet existing requirements because they are very important for sailing safety. 2. The legal basis for pilot exemption which regulates piloting and delaying ships as the law underlying pilotage control activities at ports. 3. Improving sailing safety for skippers who are given pilot dispensation. 4. Obstacles faced by the captain when sailing in mandatory waters. If during the implementation of supervision and guarding it is found that there is a disturbance or threat of danger to the safety and security of shipping, especially the incident of a ship accident, all levels of the Directorate General of Sea Transportation are instructed to immediately report it to the Poskodalops of the Directorate General of Sea Transportation.
