Abstract

Lamongan is a regency with an adequate transportation network, with the national road network as the main route for goods transport from the western region to the east (vice versa). Large-scale industries have started to grow significantly in the last five years. On the other hand, there is transportation infrastructure in the form of public transport terminals, train stations, passenger ports, and freight ports. Referring to the Transportation Minister Regulation of the Republic of Indonesia, number PM 102 of 2018, concerning the management of goods terminals, the sub-districts of Deket, Paciran, and Pucuk are the recommended options for the construction of freight terminals, with variables in the form of accessibility (X1), road performance (X2), and regional spatial planning (X3), which are then processed using analysis of quantitative and hierarchy processes. From qualitative analysis results in the form of multiple linear regression equation Y = 3.944 + 0.233X1 + 0.211X2 + 0.294X3 + µ. The accessibility hypothesis conclusion (X1) concludes that t value 2.610 > t table = 1.98498, so H0 is rejected, and H1 is accepted. Road Performance (X2) t value 2.264 > t table 1.98498, then H0 is rejected and H2 is accepted. Regional Spatial Plan (X3) t value 2.793 > t table 1.98498, then H0 is rejected, and H3 is accepted. The results of the hierarchy process ranking variables identification of locations for freight terminal development in Lamongan Regency are 62% accessibility, 26% regional spatial planning, and 19% road or traffic performance. At the same time, the results of the priority location for the construction of a goods transport terminal in Lamongan Regency were the highest in the Pucuk sub-district location with 55%, secondly in the Deket sub-district with 26%, and finally, the Paciran sub-district with 19%.
