Abstract
The city of Semarang is the largest city in Central Java Province as well as being the main key in the shipping sector with its Tanjung Emas Port as the center. Work on ships is always accompanied by various risks that threaten the safety of life, property and the environment. This is not just a mere statement or assumption, but has definitely happened since the advent of shipping activities until now. Prevention of accidents in a shipping lane is a very important means to facilitate inter-island transportation activities, especially in Indonesia which is an archipelagic country, therefore it is necessary to have a shipping safety agency to make efforts to prevent ship accidents at sea in an emergency standby operation. SAR (search and rescue) is an activity and effort to find, help and save human souls who are lost or worried that they will be lost or in the face of dangers and disasters such as shipping, aviation and disasters. Members of the SAR team can involve many parties from the TNI, Polri, government officials, community organizations and others. Likewise, in accordance with the provisions of the international bodies IMO (International Maritime Organization) and ICAO (International Civil Aviation Organization) each country is obliged to carry out SAR operations, countries that do not have a SAR organization will be referred to as "BLACK AREA" in Indonesia itself, in the field of SAR it is held by National SAR Agency or abbreviated BASARNAS.
