Abstract
Juwana Port is a national port, an inter-island port located in the waters of the Silunggonggo river which is the gateway to the economy in Pati Regency. The UPP Class III Juwana office is an international port with very busy traffic of goods and people as well as shipping, unfortunately this condition does not continue at this time. Issuance of a Sailing Approval Letter is a process of supervision carried out by the harbormaster on ships that will sail from the port to ensure that the ships, crew, and their cargo, technically and administratively, have met the requirements for shipping safety and security as well as the protection of the maritime environment. Data collection techniques used in writing this paper are through interviews, observations, and literature studies. The harbormaster's responsibility is indeed very heavy in ensuring the safety and security of shipping because the portmaster is a government official at the port who has the highest authority to carry out and supervise the fulfillment of statutory provisions to ensure the safety and security of shipping. The understanding of shipping safety and security requirements is a condition of the fulfillment of safety and security requirements relating to transportation in waters, ports, and the maritime environment. The results of this discussion can be concluded that the Juwana Class III UPP Office is engaged in the shipping sector where this office assists in the management of Sailing Approval Letters so as to make it easier for ships that will sail in the event that the ship, crew and cargo technically have met the requirements of shipping safety and security as well as environmental protection. maritime. Although in the issuance of Sailing Approval Letters, there are still several factors that become obstacles in implementation, the UPP Class III Juwana Office makes every effort to make the maximum process of Issuance of Sailing Approval Letters run smoothly.
