Abstract
The Pangandaran Class III Port Operator Unit Office is a government institution at the port as an authority that carries out the functions of regulating, controlling, and supervising port activities, and providing port services for ports that have not been commercially operated. The issuance of small passes, of course, requires measuring equipment to facilitate activities in the field and smooth the issuance of small passes, the purpose of observing and writing this paper is as a means of knowledge about the procedures for issuing small passes at the Pangandaran Class III Port Organizing Unit Office. The method used in making observations is by conducting observations, interviews, and literature reviews which result in conclusions in providing firm instructions and information to employees for routinely checking measuring instruments before measuring ships for smoothness in the issuance of Small Pas.
