Abstract
Lembar Class III Port Authority and Harbormaster Office is a government agency under the Directorate General of Sea Transportation of the Ministry of Transportation in charge of carrying out supervision, law enforcement in the field of shipping safety and security. In realizing the creation of efforts to prevent pollution at sea, the harbor office has an obligation to ensure that every ship that will sail needs to be inspected and supervised to minimize pollution and protect the maritime environment. The parties involved in this process are Lembar Class III Port Authority and Harbormaster Office Ship inspection aims to ensure whether the ship has met the requirements for sailing and pollution prevention in accordance with applicable regulations or not. The purpose of this paper is to find out the supervision and pollution prevention efforts by Lembar Class III Port Authority and Harbormaster Office. The method used in this paper is using field research, observation, and interviews. The results of the observations show that the role played by Lembar Class III Port Authority and Harbormaster Office in an effort to prevent pollution at sea is by monitoring pollution prevention on every ship that enters the port by using patrol boats, inspecting ships' seaworthiness documents and inspection of pollution prevention tools such as sewage treatment plant machines and conduct company supervision by conducting inspections (sweeping) related to the disposal of industrial waste to companies located around the Lembar port area so that the waste does not pollute the surrounding marine environment and if the company is caught do pollution Lembar Class III Port Authority and Harbormaster Office will take firm action by holding the company's business license for an indefinite period if the company has not improve the waste disposal system and ensure the availability of resources and support from the company so that the appointed harbormaster officers can carry out their duties properly. So it can be concluded that Lembar Class III The Port Authority and Harbormaster Office have an important role in realizing a good shipping system and has been carried out in accordance with procedures.
