Abstract

The role of ships as a means of sea transportation is indispensable to support the equalization of the level of economic progress between islands as well as advances in technology, culture and others within a country. So in this case it is necessary to improve how to develop the Ministry of Transportation in order to improve services in shipping as well as possible for the benefit of the wider community. Personnel who have learned a lot about the ISM Code will be very familiar with the objectives of this code, namely ensuring safety at sea, preventing injury or loss of human life and avoiding environmental damage. With the methods of collecting data both by Observation, Interview, and Library Research that the authors collect, an accurate discussion of the problem can be taken. Safety and security are the main requirements in the design of the crossing mode of transportation. In accordance with the awareness of the importance of human factors and the need to improve operational management of ships in preventing ship accidents, cargo, property and preventing pollution of the marine environment, IMO issued regulations on ship safety management and protection of the marine environment known as the International Safety Management Code (ISM Code). In addition, regulations governing shipping safety and security. The results obtained in this paper indicate that the safety and security of shipping, especially on sea transportation at Syahbandar Class IV Selatpanjang have mostly met the provisions of the ISM Code.
