Abstract

A port is a facility at the end of an ocean, river, or fund to receive ships and move cargo and passengers into them. Ports usually have equipment specifically designed for loading and unloading anchored ships. Tall cranes (cranes) and refrigerated warehouses are also provided by the management and private parties concerned. The Class II Jepara Kantor Unit Penyelnggara Pelabuhan (KUPP) has an important role in supervising shipping safety and security. The government appoints supervision over the fulfillment of the provisions of these laws and regulations to ensure the safety and security of shipping. This is regulated in law number 17 of 2008 concerning shipping, various kinds of regulations have preceded these laws and regulations, judging from the historical context regarding the development of the duties and authorities of porters in ports, there have been improvements and enhancements that will raise more clearly about the role played by the port. very important for martyrdom. The purpose of this observation is to find out how the responsibilities of the Jepara Class II Kantor Unit Penyelnggara Pelabuhan (KUPP) Office, the Jepara Class II Kantor Unit Penyelnggara Pelabuhan (KUPP) Office duties and the obstacles of the Jepara Class II Kantor Unit Penyelnggara Pelabuhan (KUPP) Office in Shipping Security and Safety in in view of the Shipping Law no. 17 of 2008 concerning Shipping. The method used is the method of data collection, carried out by taking documents in the form of archives, or reports related to observations. After we made observations, we continued interviews, interviews here carried out structured oral communication by two or more people. This interview was carried out in the workplace and in the field. The results achieved from this observation are that the supervisory task carried out by a porter in the context of regulating the facilities and infrastructure for the implementation of sea transportation operations is very important, but at the Class II Jepara Kantor Unit Penyelnggara Pelabuhan (KUPP) Office there are still obstacles, namely the lack of manpower, the number of new fishing boats. and lack of transportation facilities.
