Abstract
Sea toll is a concept of marine logistics transportation that aims to connect major ports in the archipelago with the connection of sea ports so that smooth distribution of goods can be created to disadvantaged, remote, outermost and border areas in Indonesia. The reality is that the operation of the sea highway still has many obstacles that cause sea toll performance to be not optimal for underdeveloped, remote, outermost, and border areas. This study uses a qualitative descriptive method by describing in detail the effect of the sea highway program on the availability of logistics in underdeveloped, remote, outermost, and border areas in Indonesia. Data collection is done by interview, observation, literature study. The results of the study show: (1. Currently there is still a price gap in the sea toll cargo in the 3TP area so that it is still not able to reduce the disparity in the price of goods in the 3TP area. (2 with the satisfaction of the services provided, marine toll ships can stop more often with time). Which is right when the goods are available so that the return cargo can be fulfilled, thereby being able to increase the use of sea tolls in the disadvantaged, remote, frontier and border (3TP) areas (3TP). There are enthusiasts (4 facilities and infrastructure that support the marine highway program must be improved in order to increase productivity in the 3TP area The conclusion is that the sea highway program has had a major influence on the distribution and availability of logistics in underdeveloped, remote, outermost and border areas, although in its implementation there are still obstacles, efforts to maximize the performance of the sea highway program are always endeavored to achieve the objectives of the marine highway program.
