Abstract
The Unitary State of the Republic of Indonesia as referred to in the Law of the Republic of Indonesia Number 17 of 2008 concerning Shipping is an archipelagic State characterized by an archipelago united by a very wide territorial waters with boundaries, rights, and sovereignty stipulated by law. This writing is used as general knowledge and especially regarding the arrival and departure services of the United V-Tongkang MBA Tug boat ship transporting coal by the Class III Batang Port Organizing Unit Office. The method used in writing this paper uses data on the object of observation, as well as a collection of documents and data related to the Arrival and Departure Service activities for Tug boat United V Barge MBA coal transport by KUPP class III Batang. The result of the observation is that shipping companies must follow procedures clearance which has become a standard operating procedure (SOP) at the KUPP Class III Batang Office with the legal basis of the relevant laws, and there are related parties in the ship's arrival and departure process which is broadly divided into two kinds of related parties, namely the agency Government and private parties, as for the documents needed in clearance in and clearance out activities include ship documents, clearance documents.
