Abstract
Crew is one of the jobs that has an important role for every ship sailing in the world. Therefore, crew change needs to be done to reduce the boredom of the ship's crew and provide rest time for crews who have worked long enough on board. However, at the end of 2019 the Covid 19 virus outbreak spread throughout the world and reached Indonesia in early 2020, so that new regulations arose in making crew changes to fight the spread of the virus, especially in Indonesian territory. From this, the author is interested in writing a paper with the title "Crew Change of Foreign Ships During the Covid-19 Pandemic at PT. Garuda Trans Asia Batam". The author's purpose in writing this paper is to understand the procedures for crew change activities, especially during the Covid-19 pandemic. In addition, the author will also write down some obstacles that can occur when carrying out crew chage change activities in the territory of Indonesia as well as, good handling in dealing with these obstacles. The method that the author uses in writing this paper is a qualitative method by collecting data by means of literature studies, observations, interviews, and documentation. The results obtained from writing this paper are in the form of knowledge about the procedures that must be passed to carry out crew change activities, especially during the Covid-19 pandemic. Some obstacles must also be above properly so that unwanted things do not happen when carrying out crew change activities, some of the obstacles that often occur are full quarantine hotels, bad weather when doing crew change which is basically crew change carried out on board the ship and also onsigner using a speedboat or small boat to the ship, queues for pick-up of offsigners infected with Covid-19, sudden management of EPO (Exit Permit Only) offsigners to return to their home countries, notification of sudden arrival ships are also one of the obstacles that often occur, besides that sometimes there are also ships that unload bodies in the Batam area. So that the author can draw conclusions, namely in changing the crew (crew change) the most important thing is the health of the crew itself, if the crew will work on the ship but in unsanitary conditions, it is not allowed to work on the ship. In addition to health, the next thing that needs to be considered is the crew document itself, apart from being an identias, the document is also very important in the process of changing the crew of foreign ships in Indonesian territory. The obstacles that occur must also be overcome as well as possible by using good cooperation and communication between company staff and with related government agencies.
