Abstract
Indonesia is an archipelagic country whose two-thirds of its territory is waters and is located in a strategic location because it is a stopover on world trade routes. As an archipelagic country, the role of ports is very vital in the Indonesian economy. The presence of an adequate port plays a major role in supporting the mobility of goods and people in this country. Ports are an important means of connecting between islands and between countries. To start service activities at the port, you must first go through the mechanism that has been regulated by the port manager. Services are carried out with online-based systems and procedures, namely a procedure for administrative services for passenger and ship cargo service activities since the ship docks at the dock. To manage the system and service procedures that are good and properly managed and the legal basis used is the Instruction of the Minister of Transportation Number 13 of 2006 dated June 10, 2016 concerning the application of a system for manual system services. The implementation of manual-based passenger and cargo services at the Kendal port has an impact on increasing time-user efficiency, transparency, fairness and balance as well as in the ease of passenger and cargo service processes. This can be proven by the existence of fixed systems and procedures as well as reference to service standards (Service level Standards) that have been determined by Port managers in carrying out services.
