Abstract
Port clearence is a state document issued by the portmaster for every ship that will sail out of the port. In the process of issuing the Port clearence, the applicant or agent submits an application to the portmaster by submitting all documents and ship documents to the portmaster. After that the portmaster will carry out a research process on the documents and letters of the ship. This paper aims to find out the efforts of the Batam Special Port Authority Harbormaster Office in improving the service process of issuing Port clearence. The method of data collection was carried out by direct observation and interviews at land practice sites. The results of observations made at the Office of the HarborMaster and the Batam Special Port Authority, the author conveys that the Harbormaster Office and the Batam Special Port Authority have carried out their roles and responsibilities in accordance with applicable regulations, have complied with applicable laws and statutory provisions to provide letter issuance services.
