Abstract

The responsibility of Port State Control is very important because the safety of the voyage is already its duty. The actions it undertakes are to enhance the security and safety control of matters relating to the voyage.The supervisory duties performed by a Port State Control in order to regulate facilities and infrastructure on board. A Port State Control in its duty must also ensure awareness to comply with applicable laws and statutory provisions.Port State Control (PSC) is a port state control body to enforce the provisions of conventions applicable in the field of marine safety and protection of the marine environment and the protection and working conditions of seafarers at sea. PSC also conducts inspections, verifications and certifications on foreign ships.The first thing that Port State Control must do to the foreign ship is to check the vessel by checking the documents / certificates signed by the Captain of the ship (Nakhoda). Sometimes a ship condition encountered many deficiencies and does not meet the standards of the IMO provisions. So Port State Control (PSC) has the authority to detain (Detentions).
