Abstract
PT. PELNI Surabaya branch is one of the companies under the auspices of BUMN (State Owned Enterprises) which is engaged in the shipping of passenger ships and RO-ro ships. PT. PELNI operates in the field of sea transportation, especially inter- island crossings throughout Indonesia. The observation method used is qualitative whichdiscusses number of issues, and summarizes the information contained in the research and proposes what is desired. The data used are primary and secondary. Primary data is collected by observing the object of research and secondary data is obtained from books, journals, government regulations and applicable laws. The purpose of this change is to find out about services at the time of embarkation and debarkation, mandatory documents for passengers, related parties, obstacles and solutions during passenger embarkation and debarkation services Keywords : embarkation, debarkation, ship passenger documents.
