Abstract
In Indonesia, there have been many established companies engaged in international trade. Either directly or using intermediary services. Among these services are Customs Service Management Entrepreneurs (PPJK). PT. Esa Zona Express Surabaya as a Customs Service Management Entrepreneur (PPJK) acts as an intermediary for companies that will carry out import activities, document processing, and cargo entering the customs area. The purpose of this paper is to determine the role of PPJK during the import handling process starting from the process of unloading raw sugar cargo to the receiving warehouse, the documents that need to be prepared during the raw sugar import process, related agencies, as well as obstacles/obstacles during the processing. unloading raw sugar cargo. Based on data collection that was carried out during land practice (Prada), the authors used several qualitative methods, namely interviews, observations, and literature studies. From the results of the discussion, it was found that the process of unloading Brazilian cane raw sugar cargo by PT. Esa Zona Express to be able to unload raw sugar cargo from MV Tomini Entity to the receiving factory warehouse, some stages must be carried out and some obstacles/constraints often occur during the unloading process such as unfavorable weather, damage to loading, and unloading equipment, and waiting trucks. So that in the process of unloading raw sugar cargo, it is necessary to pay attention to checking the tools and facilities used and to always coordinate with the reception factory officers carefully so that during the cargo delivery process there are no obstacles that hinder.
