Abstract
Sailing Approval Letter (Port Clearance) is a State document issued by the Office of Harbormaster and Port Authority (KSOP) to every ship that will leave the port, every ship fulfills the requirements of the ship's seaworthiness and other obligations. This document is very important because it concerns the smooth operation of the ship and the safety of the ship, the captain and crew of the ship so that the author is interested in discussing the procedures for Issuing Sailing Approval Letters by understanding the supporting factors for the Sailing Approval Letter Procedure and understanding how to provide services in Issuing Sailing Approval Letters in the issuance of the harbormaster's services. This requires complete documents from the ship that wants to issue a Sailing Approval Letter while the obstacles experienced by the harbormaster for the process of Issuing a Sailing Approval Letter are such as natural or weather factors, incomplete documents, Human Resources (HR), and lack of employee understanding. In the process of Issuing Sailing Approval Letter, the agent's response is not fast enough to fulfill the obligations that must be fulfilled. Sailing Approval Letter and understand the controls that occur in the Issuance of Sailing Approval Letter. through the data collection method used during the observation by means of observation, interviews, libraries and internet media. The result is that the issuance of a Sailing Approval Letter is very important and one must understand the procedure for Issuing a Sailing Approval Letter, so that ships that want to sail are affordable from safety and security.
