Abstract
The main discussion in writing this paper was made to get an overview of the procedures for issuing certificates and granting legal status to new ships at Harbour Master Class II Tanjungpinang. The problem scontained are the steps for issuing certificates and the process of granting legal status to ships that are just ready to be built. The purpose of this observation is to find out what procedures a ship goes through to obtain a certificate as proof of seaworthiness, what certificates are issued for a ship as a condition of seaworthiness, and the determination of its legal status as a condition that the ship is under the auspices of the Indonesian flag. For the data collection used, the authors used methods obtained through interviews, observation documentation which saw directly the activities of the Marine Inspector as a ship inspector officer, what was inspected and how the ship was in accordance with seaworthiness. Harbour Master Class II Tanjungpinang carries out the functions of supervising and fulfilling the ship's seaworthiness, ship certification and determining the legal status of the ship. The results of this discussion can be concluded that the Harbour Master Class II Tanjungpinang based on its function through Marine Inspectors can determine ships that meet seaworthiness, and issue certificates, as well as determine their legal status with proof of registration in the Harbour Master Class II Tanjungpinang.
