Abstract

Administrator office is separated to be two parts, those are main port authority office and harbour master office. To increase the affectivity and efficiency of rules implementation, controlling, and port activity supervision that is commercially operated, it has been stipulated minister of transportation regulation Number PM 35 year 2012 about organization and working procedure of main port authority office. The function of this scientific writing is in order to know the function of facilities and operational supervision section and to know the activity that is done when loading and discharging goods and to evaluate the troubles that is done when the activity of loading and discharging goods. The method of collecting data that is used is by using observation in the port and interview toward some employees that work in the main port authority office Tanjung Perak, especially the employees of facilities and operational supervision section. The result of collecting data are the job and responsibility of facilities and operational supervision section in carrying out supervision and regulation in the port work environment and port area of interest and giving loading and discharging goods service and loading and discharging goods supervision. The conclusion of this paper is that the functions contained in the Port Operational Facilities and Supervision Section in carrying out supervision, regulation and providing loading and unloading services and goods loading and unloading supervision services, PT. Pelabuhan Indonesia III, Tanjung Perak main port authority office, marine cargo expeditionary, loading and unloading workers, loading and unloading companies, and port health offices are parties involved or related in the process of loading and unloading goods, activities carried out by the port operations facility and supervision section in supporting the smooth flow of loading and unloading of goods, among others, by carrying out routine patrols around the wharf and ensuring security and order in the port area, as well as being able to find out what obstacles Some things that often occur during loading and unloading activities are the lack of human resources, facilities and infrastructure, lack of communication between the port business entities, and the lack of parking areas for land transport vehicles.
