Abstract
In agency service activities where every loading and unloading activity, cargo documents, completion of cargo administration, ship documents, the crew ship require special attention. As well as how to handle foreign crew members signing on and signing off during the Covid-19 pandemic carried out by PT. Penascop Maritim Indonesia Samarinda branch as the authorized agency in accordance with applicable regulations. The office Penascop Maritime Indonesian, Samarinda branch is one of the places where the author observes, interviews and documents the handling procedures for sign in and sign off crew of foreign ships that are in accordance with the Standard Operating Procedure. The results showed that the procedures carried out by PT. Penascop Maritime Indonesian in the field in the procedure for sign on and sign off crew of foreign ships is in accordance with the Standard Operating Procedure. The research method used is observation which collects data by direct observation and recording information systematically on the object to be studied. The data used are primary and secondary data. Primary data were collected by means of research and direct interviews in the research object, while secondary data were obtained from books, journals and literature studies. The results of the observations are that the implementation of foreign ship agency service activities is in accordance with the Standard Operating Procedure (SOP) that has been set by PT. Penascop Maritim Indonesia Samarinda branch. Where the results of these observations are in accordance with the problems that the authors found such as the documents prepared and the documents produced, the handling process and the emergence of obstacles during the activity..
