Abstract
Flag State Control (FSC) is the inspection / inspection of foreign ships in a port of a country to verify that the condition of the ship and its equipment meets the requirements of international regulations and is manned and operated in accordance with requirements such as SOLAS, MARPOL, MLC, STCW, etc. In connection with the implementation of the inspection, IMO has encouraged the formation of regional PSC organizations and MoU MoU agreements - signed across all the world's oceans: Europe and the North Atlantic (Paris MoU), Asia Pacific (Tokyo MoU), Latin America (Acuerdo de Viña del Mar ), Caribbean (Caribbean MoU), West and Central Africa (Abuja MoU), Black Sea MoU, Mediterranean (Mediterranean MoU), Indian Ocean (MOU), and Riyadh MoU. Ships that do not comply with international regulations imposed by the State in which the Port-vessel will face the risk of detention until such inconsistency has been corrected.
