Abstract

Every transportation activity must have a risk of accidents. This includes sea transportation. We as humans can prevent and minimize accidents. One of them is the issuance of a Sailing Approval Letter by the port authority to be responsible and ensure the safety and security of ships, crew, and their cargo. The subject matter of this paper is about the effect of Sailing Approval Letter and how the Jepara Class II Port Administration Unit Office as the port authority in Jepara carries out the applicable procedures in order to support shipping safety at Jepara Port. One of the cases is the issuance of a Sailing Approval Letter. Sailing Approval Letter is very important because it is very influential in shipping safety activities. Sailing Approval Letter (Port Clearance) is a process of supervision carried out by the harbormaster of a ship leaving the port to ensure that the ship, crew, and cargo have technically fulfilled the requirements for safety and security of shipping as well as protection of the maritime environment. In managing the issuance of the Approval Letter, it must be guided by the applicable state regulations. In processing it also requires several documents. With all the stages from processing to issuing a Sailing Approval Letter and several matters related to the issuance of a Sailing Approval Letter, this indicates the importance and impact of the Sailing Approval Letter.
