Abstract
To support the smooth running of foreign and domestic trade by using sea transportation, the government makes regulations issued by law in shipping activities. One of the important regulations to ensure the safety and security of shipping is the issuance of a measurement letter for each ship before sailing to ensure the safety and security of shipping. Vessel measurement is a letter containing the size and tonnage of the ship which is used for ship measurement by a measuring expert as a requirement before shipping in order to support safety when the ship is conducting a voyage. The understanding of ship measurements for shipping safety on the ship stability factor is knowing about the ability of a ship to return to its original position after being shocked by external forces. The issuance of a measuring letter is a service performed by the harbormaster to validate the measurement certificate (ship measurement letter) and the ship's measurements and tonnage according to the prevailing regulations before the ship leaves the port. Based on the description above, the author tries to examine more deeply so that a paper with the title "Optimizing the Role of Measuring Letters on Ship Stability Factors as Efforts to Ensure Shipping Safety by the Office of the Class III Juwana Port Administration Unit" is realized. With good data collection methods the writer can gather accurate results and discussion. It is necessary to have knowledge about the importance of the ship measurement certificate issued by the Harbormaster to meet the requirements in ship measurement to determine the size and tonnage of the ship.
