Abstract
Basically Port Operator Office class III Batang has the task of carrying out the regulation, control, and supervision of port, safety and security activities at the port, as well as the supply or port services which certainly cannot be carried out independently but must be carried out in an integrated manner with Government officials, State security apparatus, and port management in the Batang region. Harbour Master duties in shipping security and safety under Indonesian law are as law enforcers in the port area or the highest coordinator of all activities at the port and as a issuer of shipping documents as well as responsible for shipping security or safety in the working area of each region, Harbour Master also has the responsibility to ensure that a ship is suitable for sailing and to minimize the possibility of accidents, tackle marine pollution and make efforts to prevent sea pollution from occurring. With the method of data collection both observation, interview, and library research that the author collected can be concluded that Harbour Master is an institution that regulates safety and security based on Law Number 17 of 2008 concerning Shipping. Based on the law, Harbour Master has the duty to ensure the awareness of sea transportation service users such as companies, ship owners and crew members to obey the laws and provisions in accordance with applicable laws.
