Abstract

Indonesia is the largest archipelago country with 17 (seventeen) thousand islands it can only be connected by multimodal transportation system, sea transportation is one of the modes them it nationally can reach all regions through waters so that it can support, encourage, and drive the growth of regions. It have large natural resources as effort to increase and evenly distribute development. Therefore it is important for port authority to erforce the ships seaworthyness. It is under the rules, the procedures and the requirement for seaworthyness certificate. Sailing Approval ships need to be issued. So there is a guarantee for to safety voyage to the intended port. To issue a Sailing Approval (SPB), it is necessary to inspect the ship's feasibility in the form of administrative checks and physical conditions of the vessel by authorized officials. It is based to the captain's statement when submitting an application for SPB Issuance at the Port authority (KUPP) The purpose of this study is to know the effort to fulfill the ship’s seaworthyness and conducting a supervision to support the security and safety on boat of a ship. The data collection method use were observation, interviews and library studies. The results of this study is that it is inportant to fulfill all the procedures and requirement to get seaworthyness certificate.
