Abstract

The process of shipping goods by sea has been known and carried out for a long time by the wider community, because it is seen to be faster and more economical, because it can accommodate a very large amount of cargo in a voyage of voyages from one island to another. The background is that in connection with the increase in the flow of goods to the port, the company opens a new agent at each port to serve non-owned vessels. The purpose of this paper is to find out documents, agencies, procedures, and obstacles in handling inaportnet. In collecting data, the authors use the method of observation, interviews, document studies, and literature studies. From the results of the writing, concludes that submitting a request for arrival and departure of the ship is not using the manual method as before, but using the Inaportnet System that makes it easy for shipping companies to become agents, because agents do not have to always be at the port or other relevant agencies to conduct clerance in / out ship. However, the entire system uses a portal (online) that can be accessed at each office. Which is directly controlled by the Ministry of Transportation of the Republic of Indonesia. In becoming an agent for the shipping company PT. Gesuri Lloyd Surabaya also has the obligation to double check ship documents and ship crew documents.
